USAID takes conduct on social media very seriously given the potential risks to U.S. development and foreign policy objectives. This notice serves as a reminder of guidelines regarding social media and online activity (reference made to USAID/WBG IP notice # No. 2022-WBG-04 ‘Social Media Awareness’). We encourage you to share and reaffirm the following guidance with your staff.

This notice serves as a reminder of expectations regarding Implementing Partner and staff conduct, specifically with regards to the requirements governing employee conduct and conflicts of interest.

The purpose of this notice is to share the available resources that will assist you during the SAM registration process as well as to highlight the currently available flexibilities and exceptions related to USAID partners’ registration in the U.S. government SAM under acquisition and assistance instruments.

The United States has a long-standing policy of prohibiting U.S. Government employees and contractor and recipient personnel from engaging in trafficking in persons activities. Title XVII, entitled “Ending Trafficking in Government Contracting,” of the 2013 National Defense Authorization Act (NDAA), enacted Jan. 2, 2013, greatly expanded the list of trafficking prohibitions and created a stronger framework to eliminate trafficking in persons activities in federal acquisition and assistance.

This notice serves to remind you of the Department of Treasury OFAC License No. SDGT-2021-372834-2 issued on March 9, 2022. Please find attached a copy of the license for your reference which expires on March 31, 2024.

This notice serves as a reminder to all Implementing Partners on the importance of your compliance with 22 USC 2378c-1(a)(1), otherwise called the “Taylor Force Act.” The Taylor Force Act, signed into law as part of FY 2018 Appropriations Act, limits USAID’s ability to provide assistance - using Economic Support Fund (ESF) funds - that confers a “direct benefit” to the Palestinian Authority (PA).

This notice serves as a reminder of best practices when using social media. In a recent incident within the region, an individual incorrectly self-identified as an employee of USAID on social media platforms. The individual made public comments counter to USAID and the USG's values.

Per WBG Implementing Partner Notice No. 2012-WBG-02 dated February 9, 2012 (see attached), USAID requires implementing partners to submit a monthly report (on the 5th of each month) identifying all subawards executed during the prior month. The purpose of this notice is to inform you of two changes to the Mission's implementation of vetting practices under Mission Order 21, effective July 6, 2016.

The purpose of this notice is to inform you of a change in USAID agency-wide policy vetting procedures. Previously when there was a change in a "key individual"1 of a non-US organization that had been vetted, only the new individual required vetting. Going forward, whenever there is a change in a "key individual" of a non-US organization that has been vetted per Mission Order 21, not only will the new key individual need to be vetted, but the organization and all other "key individuals" will also need to be re-vetted at the same time.

I am writing to drawn your attention to the requirement for you to submit documents to the Development Experience Clearinghouse (DEC). We last addressed this requirement under Contractor/Grantee Notice No. 2010-WBG-01, dated October 8, 2009.

This notice is to inform you of a change in practices for securing approvals to impo1t goods, materials, and equipment into Gaza, as well as procure materials within Gaza. Beginning October 1, 2015, USAID Implementing Partners will be required to use the Gaza Reconstruction Materials Monitoring System (GRAMMS) to submit to the Coordination and Liaison Administration (CLA) for Gaza requests to import approved goods, material and equipment into Gaza or procure materials from approved vendors within Gaza. GRAMMS must also be used to track the use of materials and equipment on site.

The purpose of this notice is to infotm you of changes to the Mission's country clearance requirement and changes in policy on travel to Gaza. The changes below apply equally to subcontractors.

The purpose of this notice is to inform you that the USAID/West Bank and Gaza Mission has implemented a new paperless voucher system effective immediately. All vouchers/invoices will be processed for approval and payment electronically.

The purpose of this notice is to notify you that USAID/West Bank and Gaza will commence new rounds of reviews to verify partners' compliance with Mission Order 21. In conducting these reviews we will implement new protocols.

Very recently, the Israeli Ministry of Finance (MOF) notified the Mission that it will no longer accept Israeli tax invoices that do not have "USAID" on the name line. The Israeli Ministry of Finance wants to ensure that all tax invoices submitted by USAID implementers are in fact incurred under USAID awards and in furtherance of our programs.

The purpose of this notice is to disseminate the results of a local salary survey commissioned by the Mission. The results reflect input across multiple sectors (i.e., NGOs, international organizations, USAID-funded contractors and government aid missions) in the West Bank, Gaza and Jerusalem and reflect the market value of skills/expertise most commonly utilized under USAID awards.

The purpose of notice is to remind all partners of the decree issued by President Abbas on July 151h 2007 that eliminated VAT and certain other taxes and fees in the Southern Government (Gaza). On August 14, 2007, USAID/West Bank and Gaza issued Mission Notice 2007- WBG-25, which provided a zero tax exemption letter form the Ministry of Finance for avoiding VAT at the point of sale in Gaza, in accordance with the Presidential decree.

The purpose of this notice is to provide policy guidance for all USAID partners implementing programs in Gaza. This notice supersedes and replaces Contractor Grantees Notice No. 2010-WBG-08. All partners are required to adhere to the following policy and operational principles and communicate them to their sub-awardees.

In accordance with ADS 252.3.8.3 and Mission policy it is required that implementing partners (Contractors and Grantees) monitor and confirm the arrival and departure of their exchange visitors.
