Vietnam launched the National Public Service Portal (NPSP), a single sign-on portal for all public services, in late 2019, marking a major milestone in its e-government development efforts. Although NPSP plays a vital role in the digitization of public services, its operation needs to be significantly improved to meet the country’s ambitious targets for digitizing all public services by 2030. In partnership with the Administrative Procedure Control Agency under the Office of the Government, USAID is supporting Vietnam on this challenging task, which includes updating regulations, improving business processes, developing a monitoring and evaluation framework, and effecting organizational change management. Thanks to this support from USAID, on October 6, the Government of Vietnam issued new guidance to Ministries (Resolution 131/NQ-CP) that prioritizes data-driven management and enhances the digitization of public services.

By supporting deployment of NPSP and promoting data-driven, evidence-based methodologies that improve its utilization and effectiveness, USAID helps overcome resistance to digital transformation in the public sector, enhances transparency and accountability of government officials, and improves the satisfaction of citizens and businesses. The smooth operation of the NPSP also contributes to Vietnam’s administrative reforms, reducing red tape for citizens and businesses.
