Description of Organization: REFS is responsible for worldwide leadership and integrated technical expertise of the programming of USAID in agricultural-led growth and environmental sustainability. REFS' expertise encompasses resilience; environment; food security; nutrition; water security, sanitation and hygiene; climate; infrastructure; and energy, with the goals of increasing resilience, sustainability, selfreliance, and enhancing U.S. national security and economic prosperity.

CEIC leads the Agency’s work on energy, infrastructure, pollution, and urban environmental issues. CEIC supports Missions in expanding access to modern and sustainable energy services and accelerating the transition to renewable energy and resilient, net-zero development. The functions of the Bureau and Centers are described in ADS 101, Agency Programs and Functions.

Duties and Responsibilities: The Environment Officer serves as an urban development advisor managing USAID urban programs, and providing technical and management leadership and systems support to advance USAID’s sustainable urban development priorities. The Environment Officer reports to the Deputy Division Lead.

Specific duties of this position include:

  • Serve as a technical expert and advisor for the Agency on integrated solid waste management, including a specific focus on emerging agency priorities to reduce methane emissions from waste, promote inclusive development in circular economy policy and implementation, and mobilize private sector engagement;
  • Advise USAID Bureaus and Missions in the design, implementation, and analysis of circular economy and solid waste management programs, the application of sector best practices, and the integration of crosscutting priorities, such as women’s empowerment;
  • Manage and provide technical oversight of centrally administered activities that support REFS’s technical leadership role and Mission programs, including dissemination of findings and best practices to USAID assisted countries and the development community;
  • Direct or participate in geographic and central Bureau review of proposed development assistance projects and programs, policy, and technical input related to Green Cities technical priority areas, previously mentioned;
  • Identify and build relationships with donor and private sector partners for leveraging resources and expertise;
  • Direct field Missions and grantee organizations in the application of Bureau and Agency priorities an strategies such as Private Sector Engagement, New Partners Initiative, and the new Climate Strategy in the development of urban programs;
  • Advance Agency priorities through Washington, DC-based and in-country support of strategic planning, design, analysis and evaluation of country, regional, and global urban programs, involving other U.S. Government (USG) departments and agencies, other divisions within USAID and the U.S., and developing country private and non-governmental organizations (NGO) sectors; and
  • Attend and lead meetings, workshops, trainings, and events for the purpose of professional knowledge sharing; establish and maintain effective working relationships with professional colleagues and institutions; and as required, undertake short-term assignments in USAID countries with urban development portfolios.

Qualifications:

  • Must be a U.S. citizen;
  • Must be eligible to obtain and maintain a Secret-level security clearance: and
  • Must meet the Foreign Service Limited (FSL) years of experience.
