Philippe Accilien is the USAID/Country Representative for USAID/Cameroon where he is managing a team of 23 and an annual budget of $110 million. His immediate post prior to Cameroon is Pakistan where he was the Director Office of Engineering and Infrastructure. He provided policy direction and leadership for all USAID-funded infrastructure projects in Pakistan. He oversaw the infrastructure portfolio of over $1.2 billion, with roughly $150 million and supervised seven Islamabad and regionally-based engineers and one Program Assistant.
Prior to joining USAID/Pakistan, he was the Program Officer at the USAID/Burundi Office. He Has also served as the Senior Desk Officer of the Pakistan Desk/Office of Afghanistan and Pakistan Affairs (OAPA) in Washington between 2012 and 2016. He completed a previous tour in Pakistan during which he served in the Democracy and Governance Office at the U.S. Consulate in Lahore between 2011 and 2012.
He has been working in development for the last 25 years covering economic growth, governance, stabilization and energy, working both for USAID and a number of implementing organizations. He has served in Afghanistan, Haiti, Iraq, Jordan, Liberia, Pakistan and the United States, with additional experience in South Asia, the Middle East, the Caribbean, and Africa. He has a Masters in economics from Florida State University and a Bachelor in Economics and Mathematics from Rutgers University.
