Deputy to the Chief Human Capital Officer

Dr. Sheila Wright is the Deputy to the Chief Human Capital Officer in the Office of Human Capital and Talent Management. She has over 22 years' experience in the federal workforce and is a member of the Senior Executive Service.

Dr. Wright has worked at various agencies, including the Department of Housing and Urban Development; the Transportation Security Administration; the Department of Homeland Security; and the Internal Revenue Service, where she recently served as Director for Human Resources (HR) Strategy, providing executive leadership to over 500 human capital professionals.

Dr. Wright is known for her keen ability to mobilize national development initiatives and learning infrastructures in federal agencies. Her experience as a human capital executive includes leading the development and implementation of a departmental employee development strategy; promoting a coaching environment; building human capital planning, workforce, and succession programs; realizing data analytics initiatives; building stakeholder relationships; and managing integrated project teams to achieve HR solutions.

Dr. Wright earned a doctoral degree in Human and Organizational Studies, Human Resources Development, from The George Washington University in January 2004. She also holds Master of Business Administration and Bachelor of Science degrees from Morgan State University.
