The goal of the USAID Libya Expanded Partnerships for Institutional Capacity (L-EPIC) activity is to support select national government entities in Libya to improve service delivery performance through increased use of international technical best practices, reducing opportunities for corruption and rent-seeking, and integration of technology and process standardization. In order to forge a consensus on important reforms, L-EPIC will serve as a platform to collaborate with relevant stakeholders to improve engagement, expand the dialogue, and broaden the effectiveness of public outreach and consultation. Strategic communications and outreach to diverse segments of the Libyan population will help to inform the public debate and address perceptions about sensitive issues such as the government’s role in the economy and the efficacy of GOL policies and programs. The activity goal is more equitable, efficient, and sustainable public services as well as improved government responsiveness to citizens' needs and demands, contributing to more accountable, transparent, and inclusive governance. All activities to reach the stated objectives are expected to be undertaken in partnership with individual Libyan governmental and quasi-governmental/ parastatal institutions. Partnerships are expected to address one or more objectives.
