In Obiliq/Obilić Municipality, Besnik Rama, Head of the Internal Audit Unit, faced a challenge that jeopardized audit integrity. Specifically, the data gathering and analysis process to develop quality audit papers was inconsistent. Impartial data analysis is crucial for ensuring fair and unbiased financial audits, and is especially important for maintaining trust in the process. This is vital in municipalities where fund management directly impacts citizens' well-being. Internal auditors act as guardians of transparency, accountability, and efficient resource use. To be effective, audits must be precise, impartial, and thorough.
As part of its commitment to fostering collaboration among Kosovo's municipalities, USAID's Kosovo Municipal Integrity (KMI) activity facilitated a peer-to-peer exchange. Besnik and his team engaged with auditors from the Ministry of Health, exchanging local insights and best practices. These lessons were applied to the needs of the Obiliq/Obilić municipality, leading to practical improvements in their audit processes.
The outcome? Enhanced audit reports based on objective information, enabling early identification for transparency and accountability issues in Obiliq/Obilić. Besnik also applied these lessons to refine procurement and contract management oversight, ensuring a more transparent and responsible use of public funds.
Besnik stressed how learning from others empowered his team to work more efficiently and responsibly for the community's benefit.
