The goal of the USAID Libya Expanded Partnerships for Institutional Capacity (L-EPIC) activity is to support select national government entities in Libya to improve service delivery performance through increased use of international technical best practices, reducing opportunities for corruption and rent-seeking, and integration of technology and process standardization. In order to forge a consensus on important reforms, L-EPIC will serve as a platform to collaborate with relevant stakeholders to improve engagement, expand the dialogue, and broaden the effectiveness of public outreach and consultation. HEA - Essential support to accelerate GoI’s progress in achieving and sustaining HIV epidemic control by 2030 by optimizing access, quality, and delivery of HIV/AIDS services, particularly for Key Populations.
