From the beginning of the drafting process, USAID has provided technical assistance to Vietnam’s Ministry of Planning and Investment, the National Assembly, and Vietnam Chamber of Commerce and Industry (VCCI) to help develop the country’s first PPP Law. USAID assistance focuses on introducing international standards and best practices in PPP to the Government of Vietnam and helps raise the voice of the private sector in this matter. Over the next few weeks, USAID’s Learning Evaluation Analysis Project (LEAP) III will co-organize a series of online policy discussions in partnership with VCCI and the Institute of Policy Studies and Media Development. These discussions will focus on the most controversial topics related to the draft PPP Law, including risks associated with PPP projects between the government and a private party, the role of a state audit, a public oversight mechanism, etc. The objectives of these sessions are to create a forum for policy debate and to raise public awareness, through  journalists in attendance.

So What? The online policy discussions will help to raise the private sector’s voice while this important law is being drafted and enactment of the PPP Law will open the door for more sustainable private investment into public infrastructure, helping Vietnam bridge its fiscal gap and accelerate its journey to self-reliance.
