Ukraine’s health system, essential for the present and long-term wellbeing of the Ukrainian people, faces a difficult recovery from Russia’s brutal war. Domestic commitment and international support is needed to improve service delivery, boost capital investment, secure health financing, and strengthen health sector institutions.

This discussion paper, jointly drafted by USAID, the World Health Organization, the European Union Delegation to Ukraine, and the World Bank, is inspired by Ukraine's National Recovery Plan, and further contributes to the vision and plans for health system recovery in Ukraine by highlighting short-term challenges, opportunities and trade-offs over the next 18-24 months.

To support Ukraine’s health recovery, USAID will build on existing programs focused on combating HIV and TB, increasing access to mental health and physical rehabilitation services, and supporting reforms and investments to strengthen Ukraine’s health institutions.
