Over the last decade, children, women, and youth have become increasingly vulnerable to human rights abuses, including sexual and gender-based violence, trafficking, sexual exploitation, child labor, domestic violence, and recruitment into crime or violence With over 46 percent of the population under 18 years old, the protection of the rights of children, youth, and women is fundamental to the population's well-being as a whole and to its prospects for economic development.

USAID is now proposing to amend regulations first promulgated in 2004 (implementing E.O. 13279 at 22 CFR part 205) to conform with E.O. 13559. The proposed rule is available at https://www.federalregister.gov/articles/2015/08/06/2015-18261/amendment-to-participation-by-religious-organizations-in-usaid-programs-to-implement-executive-order . Other changes required by E.O. 13559 do not require new regulatory text and will be made through changes in guidance, practices, and communications strategies.

The Oceans and Fisheries Partnership between the United States Agency for International Development, the “Southeast Asian Fisheries Development Center” and the “Coral Triangle Initiative for Coral Reefs, Fisheries and Food Security” works to strengthen regional cooperation to combat illegal, unreported and unregulated fishing, promote sustainable fisheries and conserve marine biodiversity in the Asia-Pacific region.

USAID/FFP announces an additional $65 million in emergency food assistance for the Syria crisis. As of June 30, the conflict in Syria had killed more than 11,000 people in 2015, including more than 8,000 civilians. On July 9, the number of Syrian refugees surpassed four million people, increasing the scale of the world’s largest refugee crisis.

No one predicted that the ambitious and optimistic reform process sparked through the revolution of dignity would lead to an externally supported separatist movement and a potential humanitarian disaster. The U.S. Agency for International Development’s Lowering Emissions in Asia’s Forests (USAID LEAF) is a five-year project that promotes regional collaboration on forest management to avoid deforestation and forest degradation. Forests in Asia and the Pacific make a significant contribution to reducing the negative effects of climate change since forests are one of nature’s most efficient ways of removing carbon dioxide from the atmosphere and storing it. They also are an important source of income and livelihoods, but are often overused for agriculture, infrastructure and other uses.

The ASEAN-U.S. Partnership for Good Governance, Equitable and Sustainable Development and Security is a five-year USAID and U. S. Department of State activity designed to strengthen institutions and develop regional policies to advance ASEAN’s political-security and social-cultural objectives.
