VIENTIANE CAPITAL - Isobel Coleman, Deputy Administrator (DA) for Policy and Programming for the United States Agency for International Development (USAID), visited Laos on May 13-14, 2022.  This visit reaffirmed USAID commitment to the U.S.-Lao Comprehensive Partnership, inaugurated by former President Barack Obama and President Bounnhang Vorachit in 2016.

The U.S.-Lao Comprehensive Partnership is based on common interests and a shared desire to build a foundation for the future.  Since the development of the Partnership, the United States and Lao PDR have significantly increased areas of development cooperation including in health, education, governance, economic growth, energy and climate change.  Most recently the United States and Laos have partnered on ending COVID-19, rebuilding Laos’ economy, and providing social services,  particularly for vulnerable populations, which have all been severely affected by the pandemic.

For the second consecutive year, the United States, in partnership with the Lao National Chamber of Commerce and Industry (LNCCI) and Ministry of Industry and Commerce, convened a Lao-specific forum in parallel with the Indo-Pacific Business Forum taking place in India.  The half-day virtual event was co-chaired by U.S. Ambassador to the Lao PDR Dr. Peter M. Haymond and President of LNCCI Mr. Oudet Souvannavong.  Participants included government officials, industry executives, businesses, and firms, as well as representatives from the U.S. Embassy and development partners.

Continuing the United States’ support to the Lao PDR in strengthening academic institutions, the U.S. Agency for International Development (USAID) and the Ministry of Education and Sport (MOES) launched the new “Study and Modeling of Management Capacity and System Strengthening Project” at a ceremony in Vientiane on October 21, 2021.

VIENTIANE, LAO PDR — On September 16, the Department of Small and Medium Enterprise Promotion, Ministry of Industry and Commerce and the Lao ICT Commerce Association, in partnership with the United States Agency for International Development (USAID) through the Laos Business Environment Project, formally launched the SMART UP e-learning platform, designed to help SMEs and entrepreneurs enhance their digital skills from anywhere at any time. The platform can be accessed through www.smartup.lica.com

USAID provides USD 2 million to UNICEF and the WHO to support COVID-19 Vaccine Rollout in Lao PDR

The United States Agency for International Development (USAID) on 13 September officially announced a grant of USD 2 million to help support the readiness, delivery, and monitoring of COVID-19 vaccines to Lao PDR and to strengthen the country’s cold chain system. The USAID grant to UNICEF and the WHO was announced at a ceremony held at the Ministry of Health and chaired by Minister of Health Dr. Bounfeng Phoummalaysith, U.S. Ambassador to Lao PDR Dr. Peter M. Haymond, UNICEF Country Representative to Lao PDR Pia Rebello Britto, and the WHO Officer-in-Charge to Lao PDR Dr. Jun Gao.

On September 7, 2021, the Ministry of Health (MoH) together with the United States Agency for International Development (USAID) and Save the Children celebrated the success of the integrated Nutrition and Water, Sanitation and Hygiene (WASH) Project - USAID Nurture.  The closing ceremony was chaired by Minister of Health Dr. Bounfeng Phommalaysith and U.S. Ambassador to Laos Dr. Peter M. Haymond, and attended by representatives from the Government of Laos, USAID, Save the Children, and development partners.

United States and Ministry of Justice Launch a Legal Aid Webpage to Assist Vulnerable Populations

The Ministry of Justice (MOJ) launched the Legal Aid Webpage at a ceremony in Vientiane Capital on August 26, 2021.  The Legal Aid Webpage was recently developed and added to the MOJ’s main website (moj.gov.la).  The MOJ will use the webpage to provide Lao citizens with information about legal aid services.  The public can go to the website, ask questions, and request advice and consultation from the MOJ free of charge.  MOJ utilizes legal aid, including the webpage, to ensure that vulnerable people -- such as the poor, disadvantaged, people living with disabilities, children, victims of violence, and victims of human trafficking -- have access to legal resources.

On September 2, 2021, the United States Agency for International Development (USAID) and the Ministry of Health celebrated the success of the Laos National Institute of Nutrition (NIN) Organizational Capacity and Strengthening Project, which ran from 2018-2021.  The closing ceremony was chaired by USAID Country Representative to Laos Michael Ronning and Dr. Phonepaseuth Ounaphom, Director of the Department of Hygiene and Health Promotion, Ministry of Health with representatives from the Government of Laos, U.S. Embassy, and development partners.

The United States provided $700,000 to Population Services International in support of the Ministry of Health, Department of Communicable Disease Control, Center of Malariology, Parasitology, and Entomology (CMPE), via the U.S. Agency for International Development (USAID) and the U.S. President’s Malaria Initiative (PMI). This grant will support the Strengthening Surveillance to Accelerate Malaria Elimination project under the Impact Malaria Program in Lao PDR, from 2021 to 2023.

United States Donates More than One Million COVID-19 Vaccines to Lao PDR Through the COVAX Facility

Today, Lao PDR received a new shipment of COVID-19 vaccines donated by the United States through the COVAX Facility – a partnership co-led by the Coalition for Epidemic Preparedness Innovations (CEPI), Gavi, the Vaccine Alliance and the World Health Organization (WHO), with UNICEF as key delivery partner – consisting of 1,008,000 doses of the Johnson & Johnson/Janssen (J&J/Janssen) COVID-19 vaccine. This is part of the United States’contribution to the ongoing global efforts to end the pandemic, and support for Lao PDR’s goal to vaccinate 50 percent of its population by the end of 2021.
