Throughout much of Kosovo, societal norms too often create barriers and prevent women from fully participating in civic forums. Filloreta Hoti’s journey becoming a community leader in Rogovë village, however, demonstrates how overcoming these barriers can provide widespread benefits and transform a community.

As a participant in USAID's Up to Youth programs, Filloreta acquired a fresh perspective on community development, one that empowered her to make a difference. "During these transformative sessions, the intricacies of municipal budgetary hearings were revealed to us," recalls Filloreta. "We discovered the art of active participation and engagement within these hearings."

These sessions laid the groundwork for Filloreta's journey. Alongside 25 other students, she delved deeper, brainstorming questions and discussions for upcoming municipal hearings. The idea that young voices could sway with local governance ignited her spirit. "The real revelation came during a budgetary hearing in Rogovë," she recounts. "Witnessing the challenges faced by our villagers, I felt compelled to act. I mustered my courage and voiced concerns about the delayed construction of the local Culture Center. To my astonishment, municipal officials not only acknowledged my concerns but promised action. That was my turning point."

Yet, Filloreta's journey wasn't without its challenges. In a traditional society, her involvement was met with skepticism. Critics believed she should conform to conventional roles, marginalizing her by confining her to the domestic sphere. However, Filloreta stood resolute, unaffected by these beliefs.

"After the budgetary hearing experience, I felt invigorated and ready for my next endeavor – running for the head of the local council," Filloreta states. "I knew the road wouldn't be easy, especially in a society steeped in traditional mindset. Nevertheless, I was determined to demonstrate that a young woman could be a resilient, capable leader."

With her eyes set on leadership, Filloreta embarked on a strategic campaign. Door-to-door interactions, heart-to-heart conversations, and the sharing of her experiences galvanized her message. Slowly but surely, her passion resonated with the community. They recognized her genuine concern for their welfare, and as a result, she was elected as the head of the local council in Rogove – an unprecedented feat, making her the only female village president within the municipality of Gjakova.

Since then, Filloreta has remained exceptionally active. Her advocacy efforts with municipal authorities led to the successful reconstruction of the vital bridge connecting Rogovë village with adjacent communities and the municipality. Filloreta's triumph underscores the potential of young women entering leadership positions, defying societal biases and surmounting obstacles. As her journey continues, she remains steadfast in her mission to be the voice for youth, motivating young women to pursue their rights and contribute to community betterment.
