The Foundations for Evidence-Based Policymaking Act of 2018 (Evidence Act) requires agencies to develop an Annual Evaluation Plan, which describes the significant evaluation activities the Agency plans to conduct in the next fiscal year. USAID defines significant evaluations as those that contribute to answering an Agency Learning Agenda question, AND that are either:

  • Performance evaluations of activities with a budget of $40 million or more; 

  • Impact evaluations regardless of budget evaluated; or 

  • Ex-Post evaluations regardless of budget evaluated.

​The plan describes significant evaluation activities that USAID plans to conduct in the upcoming fiscal years, but is not exhaustive of all evaluations conducted by the Agency during that time period.
