Appointment Type: Initial appointment for five years, with the potential for two additional two-year extensions.
Salary: $132,860 – $191,100 (annually)

About ITR: ITR leads USAID's work in expanding innovative technologies, processes, and practices that amplify the success of USAID’s programming. ITR’s Technology Division supports key Agency priorities by embracing responsible digital development within the Agency and with stakeholders and partners externally.

Qualifications: 

  • Must be a U.S. citizen;
  • Must meet the Foreign Service Limited (FSL) years of experience required to qualify for this position and grade;
  • Must be eligible to obtain and maintain a Top Secret security clearance; and
  • Have one year of specialized experience equivalent to the next lower grade (FSL-03) of this position. Examples of specialized experience include:
    • Demonstrated history of working at the intersection of emerging technologies and international development (at least three years preferred);
    • A strong research and/or technical background is required, as well as the ability to translate research into best practices, guidance, policy, tools, and training on emerging trends in technology for a wide variety of audiences;
    • Ability to translate technical concepts to non-technical audiences, often with short timelines;
    • Presenting on Emerging Technologies, specifically artificial intelligence, to internal and external audiences, through training, conferences, round tables, etc.;
    • Promoting the development and implementation of responsible use of emerging technologies among the development community;
    • Leading and managing initiatives or technical assistance programs that focus on responsible use of emerging technologies across sectors; and
    • Demonstrating capacity for (or experience in) fostering an environment of collegiality, integrity, empowerment, collaboration, and professional development.

  • Stated security clearance level, if applicable;
  • Stated U.S. citizenship within email. If citizenship is not stated, the application will not be considered;
  • DD214 and other veteran status, if applicable; and
