Institutional Support Contractors (ISC) at USAID work within the Agency but are employees of a separate corporate entity contracted for services by the Agency. Their employing organization is responsible for the employee’s benefits, compensation, and supervision. As an ISC, individuals are part of the USAID workforce and can support efforts across the organization. ISCs cannot, however, perform inherently governmental functions (FAR Subpart 7.5) and are legally not U.S. Government employees for the purpose of any law administered by the Office of Personnel Management.
