On September 23, USAID/Armenia’s partner, the Community Finance Officers Association (CFOA), presented the 2019 “Local Self-government in Armenia” yearbook and Local Government Annual Index (LGAI).  The yearbook is a snapshot of the state of local government reforms in Armenia, while the LGAI provides a composite measure of GOAM’s progress in implementing those reforms and facilitates year to year comparison.  The 2019 LGAI score registered its highest number in the last 5 years, reaching 4.8 on a 1-10 scale.  The presentation was well attended by government officials, mayors, students of USAID’s School of Local Democracy and sector experts.  In his remarks, Deputy Minister of Territorial Administration and Infrastructure, Vache Terteryan, praised the quality of the annual reports and acknowledged that Ministry officials use them extensively.  He expressed a wish that the “yearbook” become a resource for every mayor in Armenia.  The annual yearbook and index are published with support from USAID/Armenia’s “Civic Engagement in Local Government” project.
