2015 - 2023 | IMPLEMENTER: VIETNAM ASSISTANCE FOR THE HANDICAPPED (VNAH) | PLANNED BUDGET $10,789,220

Even though Vietnam’s laws guarantee the basic rights of persons with disabilities, implementation of these laws remains inconsistent and Vietnamese with disabilities are unable to fully access essential services. The U.S. Agency for International Development’s (USAID) Disabilities Rights Enforcement, Coordination, and Therapies project supports the enforcement of disability laws, improves the rehabilitation skills of health care professionals, and provides direct rehabilitation services to persons with disabilities. 

WORKING AT A NATIONAL LEVEL ON POLICY ADVOCACY

The project partners with the Ministry of Labour, Invalids, and Social Affairs; the Ministry of Health; and the Vietnam Association for Victims of Agent Orange to strengthen disability rights and policy enforcement and to expand national health insurance coverage to include essential rehabilitation services.   

IMPROVING REHABILITATION TRAINING AND SERVICE PROVISION

The project improves the quality of rehabilitation services by working with universities to strengthen their rehabilitation education programs for practitioners in physical and occupational therapies, and provides rehabilitation practitioner training to health care workers that meets national standards. To expand access to services, the project supports health facilities to establish and equip rehabilitation units at the provincial, district, and commune levels, and to train unit staff, including on anti-discrimination and gender equality practices. The project conducts assessments of clinics to tailor services and assistive devices to the individual needs of their patients with disabilities. 

DIRECT SUPPORT

The project provides direct assistance to persons with disabilities and their households, including rehabilitation services, home-based care, home modifications, and assistive devices. The project works closely with provincial service providers, public and private hospitals, and international experts to ensure a high quality of services in all settings.

IMPACT 

The project expects to provide direct assistance to 8,000 persons with disabilities and train 6,900 service providers and caregivers.

TARGETED LOCALITIES

The project works at the national level and in Tay Ninh, Binh Phuoc, and Dong Nai provinces.
