USAID recently announced a follow-on project with Timorese implementing partner Haburas Ita Moris (HIM) to support USAID Local Works to conduct a listening tour in 13 municipalities in Timor-Leste. HIM will hold community meetings, coordinate logistics, provide translation, analyze interview responses, and produce a range of learning products. Last year, USAID/Timor-Leste conducted listening tours with youth across the country. The Local Works team partnered with government-led youth organizations to help identify their needs and priorities. Through the listening sessions, the Mission seeks to empower youth by providing them additional opportunities to drive the development and implementation of solutions for the most pressing socio-economic challenges they face.

In response to the COVID-19 pandemic, the Mission also worked with local organizations to design short-term COVID-19 responsive activities to raise community awareness, particularly among youth. The new activity builds on the earlier tours and seeks deeper insights from youth and how they can build skills, foster hope for the future, and contribute to the country’s development. Findings are key, as they will help shape the design of a full-fledged Local Works activity by the end of 2021.
