USAID under the Democracy, Human Rights, and Governance Learning, Evaluation and Research (DRG LERII) Activity has commissioned a counter-trafficking in persons (C-TIP) Assessment in Timor-Leste to document the relative frequency and types of TIP, country-specific trends, knowledge of and attitudes towards TIP by stakeholders, and country capabilities to address TIP. A desk review started in November 2021 and researchers started training regarding the focus group discussion protocol/sampling approach in early January. A Timorese NGO is supporting the data collection.

SUMMARY

The Timor-Leste C-TIP assessment has four interrelated objectives: (1) Provide a comprehensive understanding of the relative frequency and types of human trafficking across different regions/hotspots in Timor-Leste; (2) Conduct landscape analysis of current TIP programming in Timor-Leste and map the main stakeholders—NGOs, intergovernmental organizations, and the Government of Timor-Leste (GoTL)—involved in confronting TIP; (3) Identify vulnerabilities and drivers of various forms of TIP; identify current TIP prevention, protection, and prosecution programming; and assess the knowledge and capacity of institutions to confront TIP; (4) Provide evidence-based CTIP-related policy recommendations for possible implementation by USAID, GoTL, and other stakeholders in Timor-Leste.

Results to be Achieved

  • Timor-Leste C-TIP Assessment Report containing reliable data points including practical and implementable recommendations. This report would lead to meaningful C-TIP programming for tackling trafficking in persons in Timor-Leste.

USAID supports Timor-Leste in its efforts to build a more prosperous, healthy and democratic country through programs that foster inclusive and sustainable economic growth, especially in the agriculture and tourism sectors; improve the health of the Timorese people, particularly women and children; and strengthen the foundations of good governance – all areas that are highlighted in Timor-Leste’s Strategic Development Plan 2013-2030 and will serve to make the country more self-reliant in the future.
