Purpose:

The most significant binding constraints to long-term, sustained economic growth can be organized into three categories 1) Infrastructure, 2) Capacity Building, and 3) Business Enabling Environment. Improvements in each of these areas are necessary to attract foreign direct investment (FDI) and domestic investment; to support the rollout of affordable information communication technology (ICT) services; for job-creating enterprise establishment and growth; and to increase inclusion of women and youth in economic activities.

Summary

The office of Timor-Leste’s Coordinating Ministry for Economic Affairs (MCAE) requested technical assistance in reviving the economy devastated by the COVID-19 pandemic. The MCAE plays a critical role in coordinating policies and activities across the Government of Timor-Leste related to economic development. USAID-funded advisors will assist MCAE in carrying out their mandate through the provision of advice on prioritizing infrastructure options, expanding domestic commerce and trade, fostering entrepreneurialism, increasing foreign direct investment and domestic investment, job creation, and economic inclusion for women and youth.

Expected Outcomes

Expected outcomes are related to helping the MCAE in promoting economic recovery in the wake of the COVID-19 global pandemic. In particular, the advisor will:

  • Provide short-term support to MCAE in drafting policy options, laws, regulations, or protocols and advise on how to assess the effectiveness of implementation efforts related to policies and regulations.
  • Assist in addressing identified constraints to promoting a more diversified economy on its path to recovery.
  • Transfer skills and build capacity including mentoring of local officials throughout the course of the work.
  • Identify long-term capacity building and policy reform needs setting the stage for subsequent assistance.
