The Chief Financial Officer (CFO) directs the Office of the Chief Financial Officer (OCFO) and oversees USAID financial management operations worldwide as required by the Chief Financial Officers Act of 1990 (Public Law 101-576). Under the leadership of the CFO, OCFO is responsible for the development of financial information for the Agency Strategic Plan, Annual Performance Plan, Annual Performance and Accountability Report (PAR) and the USAID Budget Justification to Congress. OCFO, in consultation with the USAID Bureau for Policy, Planning, and Learning, ensures that reliable, consistent and timely information on program performance meets CFO reporting requirements. Two Deputy CFOs support the Chief Financial Officer in carrying out the responsibilities of the Office.

OCFO contains the immediate office of the CFO, which includes the Enterprise Risk Management and Internal Controls (ERMIC) teams, and seven divisions: Financial Systems, Central Accounting and Reporting, Washington Financial Services, Cash Managements and Payments, Payroll, Audit Performance and Compliance, and Financial Policy and Support.

The CFO also represents the Agency outside of USAID. Mr. Mitchell is the USAID representative on a number of public financial management organizations, including the CFO Council, the International Organization of Supreme Audit Institutions, and the International Federal of Accountants Donor Cooperation Agreement.

CFO Priorities

The Office of the Chief Financial Officer (OCFO) carries out the functions of the CFO Act under the leadership of the Agency’s Chief Financial Officer and works as a trusted advisor and partner across all aspects of financial management at USAID. OCFO works closely with Missions, Bureaus, and Independent Offices to ensure financial activities and reporting comply with U.S. statutes, regulations, and USAID policies and systems. Current priorities within OCFO are:

  • Continued USG compliance on financial management

  • Implementing the CFO 2022-2027 Financial Management Strategic Plan

  • Enhance Mission capabilities to advance strong public financial management for accountancy and audit capacity in safeguarding USAID funds with non U.S. recipients

    • Provide an environment where Missions are able to partner with in-country Supreme Audit Institutions and Professional Accountancy Organizations

    • Enhance and enable CFO oversight of foreign audits (ADS 591maa)

  • Integrate Enterprise Risk Management into all resource and management decisions
