The New Partnership Initiative (NPI) Expand Activity provides support to the Health Federation of Liberia (HFL), a newly formed private sector health organization whose aim is to strengthen the role of the private sector in health care delivery and services and improve and strengthen its relationship with the public sector. NPI EXPAND also supports the Government of Liberia and USAID Liberia’s private sector engagement strategy by strengthening the capacity of the HFL to serve as an organizer and leader in the private health sector.

Current Activities

Strengthen the Organizational Capacity of the HFL

  • Setup and operationalize its governance and management structures and systems.
  • Conduct a baseline organizational capacity assessment using tailored Organizational Capacity Assessment (OCA) tool to identify priority areas for capacity strengthening
  • Support the HFL board staff to develop a detailed plan for strengthening capacity

Strengthen the HFL to Act as a Representative Body to Effectively Engage with the Government of Liberia and other Stakeholders

  •  Provide HFL with technical support to develop an agenda for the newly operationalized Ministerial Stakeholders’ Forum (MSF). The MSF will serve as a platform for structured and regular engagement between the HFL, MOH and other stakeholders in addressing issues that affect effective integration of the private sector in the health system
  • Technical Support to develop an action plan for the HFL to implement the appropriate aspects of the Private Sector Engagement strategy

Improve the Quality of Family Planning, Reproductive, Maternal, Newborn, and Child Health in the Private Health Sector and Increase Integration with             the Health System

  • Undertake capacity strengthening activities to link prioritized high impact interventions: improvements in quality assurance processes
  • Conduct a gender analysis of Family Planning and Maternal, Newborn and Child Health services and support HFL to prioritize and implement interventions for its members to address gender barrier
  • Conduct an analysis of the uptake by youth of F services
