Kosovo scores ahead of the region according to the latest World Justice Project Rule of Law Index, the leading source for original, independent data on the rule of law.  Kosovo ranks #54 out of 128 countries worldwide, scoring higher than Serbia, North Macedonia, Albania, Bosnia and Herzegovina, and Hungary.  The index ranks Kosovo #2 in the Eastern Europe and Central Asia Region, with only Georgia ranking higher.

Specifically, Kosovo ranked #44 on the open government index, which scores the openness of governments defined by the extent to which a government shares information, empowers people with tools to hold the government accountable, and fosters citizen participation in public policy deliberations.  This exceeded the score of many European neighbors including some EU member states, with Bulgaria ranking #46, North Macedonia #71, Bosnia #73, Serbia #76, Albania #77, and Hungary at #80.  

Kosovo also scored well in comparison to neighboring countries in regard to its performance on respecting rights under the UN Convention of Human Rights.  Kosovo ranks the highest in the region at #52, closely followed by Bosnia #53, Albania #54, North Macedonia #55, Hungary #59, with Serbia lagging behind the region on human rights at #62.  More so, Kosovo scored #62 globally in regards to the absence of corruption in government, leaving behind North Macedonia #70, Bulgaria #71, Serbia #72, Bosnia #74, with Albania lagging far behind at #100.  

World Justice Project Rule of Law Index covers 128 countries and jurisdictions.  The index relies on national surveys of more than 130,000 households and 4,000 legal practitioners and experts to measure how the rule of law is experienced and perceived worldwide.  The open governance index measured by the World Justice Project is an official source for USAID’s Country Roadmap open government metric.  The World Justice Project Rule of Law Index added Kosovo for the first time in 2020 as a result of USAID’s funding and support.  Kosovo’s Ministry of Justice will continue to fund the cost of inclusion in future rule of law indexes, ensuring the sustainability of having a metric for measuring Kosovo’s commitment on its Journey to Self-Reliance.
