On March 16, USAID and the American Chamber of Commerce in Kosovo co-hosted a virtual panel on the impact and the progress made in legalizing unpermitted buildings.  The forum, with a record-breaking 9,300 views, was also a call to action for citizens and businesses to obtain clear property ownership through the streamlined processes. 

Kosovo has 350,000 unpermitted residential and commercial buildings.  USAID’s  collaboration with Kosovo institutions and the two partner municipalities alone (Pristina and Gracanica) resulted in 456 properties being legalized with a value between €72.6-96.5 million ($87.49 - 116.30 million). For the government, particularly municipalities, legalization provides increased revenue from fees and taxes.  For property owners, legalizing unpermitted buildings provides incontestable evidence of ownership and the right to transfer through inheritance, buy and sell property, and use as collateral to obtain credit.
