USAID/HONDURAS ACTIVITIES TO IMPROVE JUSTICE AND SECURITY

  • Unidos por la Justicia: The objective of this program is to support the Government of Honduras’  efforts to improve access to justice and strengthen justice institutions; increase the capacity of police to work collaboratively with communities; and promote respect for human rights to ultimately reduce violence and decrease impunity. As of 2023, the program has pivoted to include an even stronger emphasis on justice and security with a particular focus on tertiary violence prevention.

  • Generating Entrepreneurs and Sustainable Synergies- Fundación Nacional para el Desarrollo de Honduras (GENESIS-FUNADEH): The objective of this program is to increase protective factors for vulnerable populations including youth and returned migrants in communities with high levels of crime and out-migration. GENESIS supports a network of 60 youth outreach centers through multi-sectoral partnerships, facilitates economic opportunities for vulnerable populations, and builds self-reliance through shared value investments from the private sector, municipal councils, and Government of Honduras.

  • Infrastructure Support: USAID’s infrastructure portfolio implemented in partnership with the Foro Hondureño de Inversión Social , USAID finances and constructs small-scale infrastructure projects in western Honduras and vulnerable urban areas to improve security and local service delivery. This effort is a vital component of USAID and the State Department's jointly executed Place-Based Strategy which seeks to reduce crime and violence in the most dangerous neighborhoods of target cities. These projects are designed using Crime Prevention Through Environmental Design practices and implemented through USAID’s unique, community-led methodology, Projects Executed by the Community, strengthening sustainability and empowering residents with key skills. This basic productive infrastructure responds to community needs from education and health to, adaptation to climate change, and damages caused by natural disasters. Since the launch of the Alliance for Education in early 2023, this partnership is also contributing to the reconstruction or refurbishment of schools to create safer learning spaces and community centers.

  • Justicia Efectiva Contra la Criminalidad y Corrupción: This program works with justice institutions, the private sector, academia, and other non-state actors to enhance the effectiveness of the criminal justice system; and reduce impunity, crime, and corruption, to ultimately increase citizen trust and decrease push factors for irregular migration.

  • Sembrando Esperanza: This program aims to improve citizen security, with a special focus on youth and families at risk of violence and irregular migration, and to strengthen local prevention and protection systems. The program partners with local organizations and authorities to improve collective efficacy, strengthen community and family cohesion with improved services, and promote evidence-driven local governance policies.

  • Support to the Asociación de Organizaciones No Gubernamentales de Honduras (ASONOG): This program supports local actors in the government, civil society, and private sector to advocate for and implement stronger human rights in the country. Through this program, USAID/Honduras aims to enhance the capacity of institutions to collectively and collaboratively support human rights and human rights defenders; strengthen the ability of civil society organizations to hold the Government of Honduras accountable for its human rights commitments; and develop and implement effective approaches to civil society advocacy.
