Overview

The USAID-funded Leadership, Management, and Governance Project (LMG/Haiti) is focused on capacity building in management and governance at the central level of the Ministry of Public Health and Population (MSPP). 
 

Objectives

As a result of USAID support, the MSPP will have increased capacity to: manage different funding sources to improve quality of and access to health services; regulate, manage, and monitor the health system; and engage, inform, and communicate about key health issues to main stakeholders. In addition, the project is working with the Global Fund’s Country Coordinating Mechanism (CCM) and the State University Hospital (HUEH), to improve performance and enhance their leadership, management, and government capacities. 
 

Activities

  • Revitalizing the MSPP’s contracting function: LMG/Haiti is supporting the implementation of a Results-Based Financing (RBF) program that will foster a more coordinated and harmonized approach to health service delivery. Through LMG’s efforts, the MSPP now has a national RBF Manual that outlines the country’s official strategy, as well as a costing and forecasting tool.
  • Building capacity to regulate, manage, and monitor the health system: LMG is supporting the MSPP to develop standardized norms and policies to strengthen the regulation of the health system, including a package of essential services for the primary and secondary levels of the health system, tools to support the health facility referral procedures, and authorization and accreditation procedures for health facilities.
  • Improving oversight of Global Fund grant performance: LMG/Haiti is supporting the MSPP to develop standardized norms and policies to strengthen the oversight of Global Fund grants.
  • Building communications capacity: LMG is working with the MSPP to develop and implement a strategic communications plan that will facilitate the sharing of strategic information to all key stakeholders.

Anticipated Results

  • Support the implementation of the MSPP’s National Results-Based Financing model; 
  • Strengthen the MSPP’s capacity to regulate, manage, and monitor the health system;
  • Strengthen the performance of Global Fund grantees through support to the Country Coordinating Mechanism (CCM);
  • Build the communications capacity of the MSPP.
