GLOBAL FRAGILITY ACT OVERVIEW
The 2019 Global Fragility Act (GFA), a Presidential Initiative, and the US Strategy to Prevent Conflict and Promote Stability (SPCPS) bring together U.S. government efforts across diplomacy, development, and defense to address root causes of violence and build lasting peace. This ten-year strategic approach prioritizes partnering with local governments, organizations, and communities for longer time horizons, establishing the foundation for sustainable stability. In Libya, USAID leads assistance and development activities targeting the sources of instability and empowering civil society, strengthening governance, increasing economic opportunity, and supporting locally-driven reconciliation.
LIBYA OBJECTIVES
The 10-year plan (2023-2033) focuses on the southern Libyan region of Fezzan– an area that has been historically neglected and marginalized – to create new momentum for nationwide stability. It promotes the inclusion of women, youth, and other traditional marginalized groups. Within this plan, USAID has three objectives:
Addressing unique exclusion and vulnerabilities in Libya’s historically marginalized south to increase stability.
Addressing targeted grievances and drivers of instability and promoting alternatives to militarization.
Supporting Libyan national reconciliation efforts, community-led dialogue and transitional justice initiatives.
LIBYA TRANSITION INITIATIVE
From 2011-2023 USAID's Office of Transition Initiatives (OTI) implemented targeted, timely, and locally-driven projects across the Libya. USAID assistance advanced stability by strengthening the conditions for a revived political transition. USAID activities through OTI addressed grievances that fuel conflict and instability, increasedd opportunities for positive political participation, and reduced division and polarization, setting the stage for longer-term recovery from conflict and increased stability.
