Mr. Mark Kerr arrived in Paraguay on September 2023 to serve as USAID Country Representative. Prior to his appointment to Paraguay, Mr. Kerr served as the Senior Resident Legal Officer for USAID/Central Asia Regional in Almaty, Kazakhstan.
In his 15 years with USAID, he served as a Resident Legal Officer (RLO) in Afghanistan, Peru, and the Dominican Republic, and as a Development Advisor to the U.S. Southern Command.
Mr. Kerr’s former experience includes a stint as a US Army JAG Corps Captain, serving in Korea, Iraq, Afghanistan and Kosovo.
Prior to the Army, he was in private practice in Miami, FL and clerked in the Southern District of Florida. Mr. Kerr received his bachelor’s and master’s degrees in political science from Western Illinois University, and his J.D. from Yale Law School.
