Mr. Jeff Bryan serves as Mission Director for USAID Moldova.

Mr. Bryan is a career member of the Senior Foreign Service with the rank of Counselor. From 2021 to 2023, Mr. Bryan was the Director of the Office of Africa in USAID’s Bureau for Humanitarian Assistance (BHA), where he oversaw a team of 380 people based in Washington, DC and in 19 countries. Mr. Bryan was a student at the National War College from 2020-2021, where he focused his studies on strategic competition in the Horn of Africa. Between 2018 and 2020, Mr. Bryan was the USAID Mission Director for Guinea and Sierra Leone, and from 2014 to 2018 was the USAID Representative to Côte d’Ivoire.

Mr. Bryan served in Moldova from 2010 to 2014, where he led the Economic Growth and Democracy and Governance offices as Supervisory General Development Officer and served as Deputy Country Representative. Other Foreign Service assignments include Supervisory Program Officer and Peace and Security Office Director in the Democratic Republic of Congo between 2005 and 2009, and Deputy Program Officer in Afghanistan from 2004 to 2005. Mr. Bryan began his career with USAID as a Disaster Operations Specialist for the Office of Foreign Disaster Assistance (USAID/OFDA) from 2000 through 2003, focusing on the Southern Africa region. Before joining USAID, Mr. Bryan was a delegate to the International Federation of Red Cross and Red Crescent Society (IFRC) in the Democratic Republic of Congo, and was a Peace Corps Volunteer in Gabon from 1993 to 1995, in Antigua and Barbuda in 1996, and in Madagascar in 1997.

Mr. Bryan has an M.A. in Urban and Regional Planning from Texas A&M University with a focus on Emergency Management, and an M.S. in National Security Strategy from the National War College. His undergraduate degree is from James Madison University, where he earned a B.A. in English. He is fluent in French and speaks conversational Romanian.
