Rayden Llano currently serves as Special Advisor in the Office of the Administrator at USAID. He most recently served as deputy team leader of UNICEF’s International Financial Institutions (IFIs) team in Washington, DC, overseeing strategic and operational partnerships with IFIs in over 45 countries, including UNICEF’s $1 billion World Bank partnership in Yemen. While at UNICEF, he also worked in the Office of the Executive Director, advising senior leadership on UNICEF’s $6 billion budget and key policy priorities.

Prior to joining UNICEF in 2017, Llano served as a White House Fellow in the Office of Management and Budget (OMB), where he provided budget and policy oversight of federal government programs and advised the OMB Deputy Director for Management on government-wide initiatives. His U.N. and White House experience is complemented by international development work with the World Health Organization, the Clinton Health Access Initiative, and the London School of Economics (LSE) across Asia, Africa, the Middle East and Latin America. A Marshall Scholar, Llano holds an MPP from the University of Cambridge, an MSc from LSE and a BA from Stanford University.
