Acting Deputy Assistant Administrator

Roman Napoli is the Acting Deputy Assistant Administrator in USAID’s Bureau for Policy, Planning and Learning (PPL) and is concurrently serving as the Deputy Coordinator for USAID’s Transformation Task Team.

Within PPL, Roman is USAID’s Deputy Program Management Improvement Officer and lead for performance. As Deputy Coordinator, he manages all Transformation Task Team operations and leads the Effective Partnering and Procurement Reform and Operational Platform projects. He previously served in a number of senior USAID positions, including the Chief of Staff and acting Director for USAID’s Office of Budget and Resource Management.

Previously, for the Middle East Partnership Initiative at the State Department, Roman served as the Financial Management Officer, Budget lead, and head of strategy and planning for an Office that provided more than $120 million a year in foreign assistance programs. Also in this role, he represented the Near Eastern Affairs Bureau as their Quadrennial Diplomacy and Development Review implementation lead on performance management and served as the editor and author of the State Department’s Performance Management Handbook. Roman has also served in USAID’s Latin America and Caribbean Bureau and Middle East Bureau, the State Department’s Foreign Assistance Bureau, and various positions in the White House, Congress, Drug Enforcement Administration, and Federal Emergency Management Agency.

Roman holds masters degrees in Public Service Administration and National Security Resources. The latter was conferred by the National Defense University, where he graduated as a Distinguished Graduate.
