During her 25 years as a foreign service officer with USAID, Rebecca Black served as Mission Director (MD) in Cambodia and Mali, and Deputy Mission Director in Afghanistan during the Obama Administration’s major resource build leading to her status as Minister Counselor in the Senior Foreign Service. Ms. Black also headed economic growth and urban development programs in India, Southern Africa, and Eastern Europe. A prior decade of domestic community development work in the City of Boston, Massachusetts laid the foundation for Ms. Black’s international career. Since retiring to Corrales, New Mexico, Ms. Black has undertaken short term assignments with USAID including the establishment of a new Mission in Uzbekistan, advising strategic planning in the Caucuses and the Global Development Lab, and acting MD in Cambodia. She has a Master's Degree from the Massachusetts Institute of Technology and a Bachelor’s Degree from the University of Michigan.
