Nikole Burroughs
Deputy Assistant Administrator

Deputy Assistant Administrator Nikole Burroughs oversees the Offices of
Policy (P) and Learning, Evaluation and Research (LER) in the Bureau for
Policy, Planning and Learning (PPL). PPL thinks broadly about development
and helps relevant internal and external stakeholders understand USAID's
policy priorities, ensures the Agency is having the right conversations at
the right time and with the right people, and works with Bureaus, Missions,
and Operating Units to guarantee their work to lift the lives of people
across the globe is data-driven for maximum impact.

Ms. Burroughs has over 20 years of experience in foreign policy, foreign
aid, and national security. At USAID, she was a Senior Advisor in the
Office of Budget and Resource Management, and at the State Department, a
Senior Advisor to the Deputy Secretary covering foreign assistance
and operations, resources, strategic planning, and congressional relations.
Most recently she served as the Staff Director for the Subcommittee on
Asia, the Pacific, and Nonproliferation of the House Foreign Affairs
Committee. She has also served as a senior foreign policy advisor on
foreign affairs and national security matters on the Senate Appropriations
Committee's Subcommittee on the Department of State, Foreign Operations and
Related Programs (SACFO), and was the U.S. Coordinator of the Transatlantic
Policy Network, a political, economic, and security dialogue between
parliamentary, business, and NGO leaders in the European Union and the U.S.

Ms. Burroughs holds Masters' Degrees from The Fletcher School and the
College of Europe, and an undergraduate degree from the University of
Vermont. She is a native Vermonter.
