Neil Gerard Price is a career member of the Senior Foreign Service with over 33 years of U.S. Government Acquisition and Assistance (A&A), and Program and Financial Management experience. He is currently the Director of the United States Agency for International Development (USAID) Management Bureau’s Office of Overseas Support Operations in Frankfurt, Germany.

Mr. Price has been a USAID Foreign Service Officer for 18 years. He has served in Washington as the Senior Deputy Director of the Office of Acquisition and Assistance, and overseas as a Supervisory Contracting Officer in Botswana, Iraq, Ukraine, the USAID West Africa Regional Office in Ghana, Colombia, and Bosnia.


Prior to joining the Foreign Service, Mr. Price worked as an Acquisition professional for the National Aeronautics and Space Administration (NASA) for 12 years, both at NASA Headquarters and in the field. He is also a graduate of the Department of the Navy’s Contracting Career Intern Program where he trained at the Naval Air Systems Command Headquarters.

Mr. Price holds a B.S. in Economics, with honors, from James Madison University, an M.S. in Contract and Acquisition Management from the Florida Institute of Technology, and a Masters Certificate in Government Contracting from George Washington University. He is a Certified Professional Contracts Manager (CPCM), is FAC-C Level III certified, and maintains unlimited Acquisition and Assistance warrants.
