Acting USAID Country Representative

Ms. Russell was born and raised in New York City and received her Bachelor’s Degree from Tufts University. She was a Peace Corps volunteer in “Zaire” now known as the Democratic Republic of Congo (DRC). Upon leaving Peace Corps she obtained a Masters in Social Work at the Hunter College School of Social Work and worked as a clinical social worker for people living with and affected by HIV/AIDS. Realizing that a community response was critical, she attended the Harvard University School of Public Health where she received an MSc. in Health Policy and Management.

Shortly after graduating she moved to South Africa, and joined USAID as a Senior Technical Advisor in HIV/AIDS in USAID/South Africa, where she started USAID’s Regional HIV/AIDS Program for Southern Africa. From there she joined the USAID/Regional Development Mission for Asia as the Senior Technical Advisor in HIV/AIDS for the Mekong region working in Thailand, China, Myanmar, Laos, and Vietnam. During that time she was offered a Foreign Service Officer position and has since served in Peru, Afghanistan, DRC, Iraq, the Dominican Republic, Haiti, USAID Washington as the Deputy Director of the Office of HIV/AIDS (OHA), Niger, and most recently has been supporting OHA by filling critical country gaps. She supported Nigeria as Acting Health Office Director for HIV/AIDS and TB for over a year and is currently happy to support Namibia as the Acting Country Representative.  

When not working, Ms. Russell enjoys reading and photography.
