Deputy Assistant Administrator

Colleen R. Allen is a Deputy Assistant Administrator in the Bureau for Management and is responsible for oversight and general management of several Bureau offices. She has over 20 years of experience in the public sector and is a member of the Senior Executive Service.

Ms. Allen has served in key positions throughout USAID, including as a Business Development Officer in the Bureau for Europe and New Independent States and the former Global Bureau; as Deputy Chief of Staff and Senior Policy Advisor in the Office of the Administrator; as Chief of the Policy Division, Deputy Director and most recently as the Director in the Office of Management Policy, Budget and Performance.

With a focus on developing strategic solutions to operational and organizational problems, Ms. Allen has advanced management reforms and guided Agency initiatives to strengthen operational policy, management systems and organizational structures. Her executive leadership of USAID’s administrative cost savings initiatives has resulted in over $100 million in savings for the Agency. While in the Office of the Administrator, Ms. Allen provided direction and leadership to establish the Agency’s first Executive Diversity Council to expand employee diversity and foster inclusiveness.

Ms. Allen received her Bachelor’s degree in languages and linguistics from Georgetown University and a Master’s degree in public administration from George Mason University.
