Anthony Cotton
Acting Deputy Assistant Administrator

Anthony Cotton (he/him) is the Acting Deputy Assistant Administrator for the Inclusive Development Hub within USAID's Bureau for Development, Democracy, and Innovation.  In his permanent role as USAID's LGBTQI+ Coordinator, Anthony leads on policy, programming, and training efforts to help protect LGBTQI+ people from violence and discrimination, advance their human rights, and include them in USAID's development work.

Previously Anthony served as the Deputy Director and Africa Team Leader for USAID’s Development Credit Authority.  Prior to this, he served in the Peace Corps and worked in academia.  He was a finalist for the Samuel J. Heyman Service to America (Sammie) “Call to Service” Medal and the recipient of a Fulbright Scholarship, Presidential Management Fellowship, USAID Equal Employment Opportunity Award, USAID Ethics Award, and USAID John L. Withers Human Rights Award.  Anthony holds a bachelor’s degree in economics from the University of Pennsylvania and master’s degrees in international development and economics from Fordham University.
