Executive Secretary and Senior National Security Advisor

Adriel Harvey serves as the U.S. Agency for International Development (USAID) Executive Secretary and Senior National Security Advisor.

Most recently, Ms. Harvey was a Deputy Coordinator on USAID’s Transformation Task Team (T3), the body responsible for the Agency’s largest reform and restructuring in nearly two decades. In this capacity, Ms. Harvey managed Outcome 5: Respecting the Taxpayer's Investment, which included evaluating all of USAID’s operational and regional platforms, procurement reform, and establishing a new Agency audit process to first resolve the backlog of audit recommendations and then ensure timely implementation of recommendations from both USAID’s Office of the Inspector General and the Government Accountability Office.

Prior to joining USAID, Ms. Harvey was the Chief Management Officer/Chief Financial Officer for the Privacy and Civil Liberties Oversight Board, whose mission is to oversee the Intelligence Community to ensure that the Federal government's efforts prevent terrorism are balanced with the need to protect privacy and civil liberties.

Ms. Harvey has also held a number of key financial positions within the Department of State, serving the Office of the U.S. Global AIDS Coordinator, the Bureau of Consular Affairs, the Bureau of Conflict and Stabilization and the Bureau of Budget and Planning.

Prior to joining the State Department, Ms. Harvey worked at the Office of Management and Budget, where she oversaw a number of USAID accounts, helped create the President’s Emergency Plan for AIDS Relief (PEPFAR) and oversaw half of the government’s credit programs, including all international lending. She also worked at the Government Accountability Office on broad budget policy issues.

Ms. Harvey is a graduate of Santa Clara University and holds a Master of Public Policy from the University of Minnesota.
