In the past few years, Hai Phong, one of the most important economic centers in Vietnam, has lost its momentum in growth and competitiveness. In its latest Resolution, the Hai Phong Government determined that digitalization will be a driving force and a focus of the city's development for the next five years. The To Hieu Political School of Hai Phong City plays a central role in awareness-raising and capacity building for senior provincial officers. On June 8, 2022, USAID Vietnam Leads organized a training workshop to provide local leaders with evidence-based analyses and recommendations for crafting digitalization policies and solutions. The workshop was chaired by Mr. Nguyen Minh Cuong, Deputy Chairman of the Hai Phong People’s Committee, and attended by leaders of all departments of Hai Phong City.

The workshop equipped Hai Phong senior provincial officers with not only a comprehensive overview of how the digital economy can help spur provincial economic growth but also digital solutions to address specific local issues. The discussion led to a number of immediate actions, including Hai Phong piloting a new citizen and business service quality index and improving its public service portal. The To Hieu Political School will work closely with USAID Vietnam Leads to implement these actions in order to improve digitalization in Hai Phong City.
