USAID is helping the Government of Vietnam accelerate the digitization of administrative services to meet the country’s ambitious goal of digitizing all public services by 2030. Under this cooperation, USAID supported the Office of the Government to develop a set of real-time indicators to measure the digitization progress and quality of public services offered by all ministries and provinces nationwide. Provinces and ministries will receive measurable scores (poor, good, very good, exceptional) for their digitization and service quality improvement efforts. The scores/performance will be reported to the Prime Minister, leaders of ministries and provinces and publicly available on the National Public Service Portal as well as ministerial/provincial portals. These indicators were officially launched by a Prime Minister’s Decision dated June 23 and will act as the key measurement of Vietnam’s digital public service quality from August 1, 2022.
This is the first time a full set of real-time indicators measuring public service digitization efforts has been developed to inform Vietnam’s decision making processes related to digitizing public service delivery. By using data-driven and evidence-based methodologies, USAID helps overcome resistance to digital transformation in the public sector, enhances transparency and accountability of government officials and improves the satisfaction of citizens and businesses.
