From June - December 2022, U.S. Customs and Border Protection (CBP) Trade Advisor Jennifer Engelbach, supported USAID’s Trade Facilitation Program (TFP) by working with the General Department of Vietnam Customs (GDVC). She provided training on the U.S. Government’s “trusted trader program,” a model which focuses on cutting unnecessary border-control red-tape for pre-approved enterprises importing and exporting. She also facilitated initial discussions on a Trade Enforcement Cooperation Agreement between GDVC, CBP, and the Ministry of Industry and Technology’s (MOIT).

The peer-to-peer connections that USAID facilitated between U.S. and Vietnamese customs and border control agencies is a positive shift in Vietnam’s adoption of U.S. models of trade and border protection. This will aid Vietnam’s on-going customs modernization efforts and boost its effort to advance procedural reforms. This work supports Vietnam’s World Trade Organization Trade Facilitation Agreement commitments and will improve its national competitiveness.
