The USAID Strategic Information Systems Strengthening project provides support to provincial governments to  generate high quality and timely HIV data and improve monitoring and evaluation through (1) upgrading and integrating related information systems into an all-in-one standardized system, and (2) building capacity for provincial stakeholders in Dong Nai, Tay Ninh, Tien Giang and Quang Ninh provinces to produce, retrieve, use and sustain high-quality data in the upgraded HIV information system, and ensure that the data is integrated into the national health system.

UPGRADE AND INTEGRATE HIV/AIDS INFORMATION SYSTEMS

The project will provide an all-in-one user-friendly web-based HIV information system to generate accurate, reliable, high quality and timely data serving evidence-based programming and management. The system will also be featured by strong linkages of tools to support HIV data collection, production and reporting according to national and key donors’ regulations. Moreover, the system will feature consolidated and routine HIV provincial database and visualized dashboards for accurate measurement, decision-making and monitoring performance progress of 90-90-90 targets.

BUILD CAPACITY TO PRODUCE, ANALYSE AND USE HIV DATA

Based on national regulations and guidance for overall quality improvement of the HIV data collection and management in provinces, the project will consolidate provincial standard operating procedures (SOPs), as well as standard data quality assurance (DQA) systems and two-way feedback mechanisms for both the HIV case reporting system and the routine program reporting system. Capacity building and technical assistance will be provided on data use for evidence-based decision-making in programming and evaluation, and to ensure adherence to the SOPs and DQA systems using the web-based HIV information system.

EXPECTED RESULTS

The new web-base HIV information system (HIV-IMS) has been implemented in Dong Nai, Tay Ninh, and Tien Giang provinces for HIV case management with the data integrated into the national database. Additionally, almost all HIV testing service sites and management units in Tien Giang and Tay Ninh utilize the new system for managing HIV testing services and clients, under the official direction of the Provincial Department of Health. Key staff in Tien Giang and Tay Ninh have received training and support to apply the provincial HIV Case Reporting Standard Operating Procedures, using the HIV-IMS.

In fiscal year 2021, to meet the emerging needs of the HIV program, the project will support the Vietnam Authority for HIV/AIDS Control (VAAC) to develop software for management of HIV preventative medication (pre-exposure prophylaxis, known as PrEP) services and Tuberculosis preventive treatment drugs and, in collaboration with partners, implement an HIV key indicator measurement and monitoring platform in Dong Nai, Tay Ninh, and Tien Giang provinces.
