USAID Enhanced Community HIV Link - Northern

Building on the success of the USAID Community HIV Link-Northern Coastal and Northern Mountains projects implemented from 2014 to 2017, the five-year USAID Enhanced Community HIV Link – Northern project expands community-based HIV services provided by civil society organizations and community-based organizations (CSOs and CBOs). The project aims to help Vietnam achieve its 90-90-90[1] targets in Hanoi, Dien Bien, Nghe An and Quang Ninh as well as promote CSO/CBO development by demonstrating effectiveness and efficiency in community-level HIV programs.

FOSTER INNOVATIVE COMMUNITY-BASED HIV/AIDS SERVICES

USAID will help scale-up community-based HIV/AIDS service delivery to achieve wider coverage and eliminate barriers to HIV services among key priority groups in project provinces. Successful community-based service delivery will be ensured through: a) implementation of innovative measures to enhance community service systems, such as universal use of mobile phone apps to serve clients; b) fostering result-based management to CSO/CBO activities; and c) promotion of resilient linkages between community-based services and public sector health and social services.

ENHANCING CIVIL SOCIETY CAPACITY IN THE NATIONAL HIV RESPONSE

USAID will improve the capability of CSOs/CBOs to participate in the National HIV/AIDS program by enhancing community case reporting practice, creating channels for CSO/CBOs to feedback to HIV/AIDS programming and developing CSOs/CBOs fund raising capacity.

EXPECTED RESULTS

The project will reach approximately 40,000 individuals at high-risk for HIV infection each year and most of them will be referred to testing and treatment services.

[1] 90-90-90 is a treatment target by UNAIDS that by 2020, 90 percent of all people living with HIV will know their HIV status; 90 percent of all people diagnosed with diagnosed HIV infection will received sustained antiretroviral therapy; and 90 percent of all people receiving antiretroviral therapy will have viral suppression.
