The increasing risk of the middle-income trap is confronting Vietnam with the need for a paradigm shift in the structure of its economy and in the functioning of its supporting regulatory environment. This economic shift underscores the urgency of transitioning to higher value-added activities within global value chains and upgrading labor skills, technology infrastructure, production models, management systems, and the availability and efficacy of private sector support services. As Vietnam continues to make strides in its efforts to decentralize and devolve greater levels of management authority and service provision responsibilities to lower levels of government, provincial authorities will play a central role in facilitating this shift. To help achieve this, USAID/Vietnam’s Strengthening Provincial Capacity project supports local institutions’ capacity to provide high quality economic governance training services to provincial government officials by improving their operation efficiency, upgrading their business models and teaching skills, and developing new training and resources on economic governance reform for provincial government officials.


The project works with two local institutions, the School of Government at the University of Economics Ho Chi Minh City, and the Startup Vietnam Foundation, a non-profit, to improve the responsiveness, quality, and sustainability of their economic governance training and other capacity improvement offerings including mentoring, coaching, and consulting services for provincial officials. Working with and through the institutions as primary change agents, the project will foster a culture of continuous learning where provincial officials are proactively upgrading skills and collaborating with the private sector to create a robust environment for strong economic growth.


Investing in local institutions will strengthen their programs and generate more demand for their professional development opportunities for provincial officals, creating a sustainable system for strengthening provincial economic governance. As a result of having access to high-quality, relevant training opportunities, local officials will be able to implement economic governance reforms more effectively, interact with citizens and the private sector to improve transparency and accountability, and have the skills to measure and sustain the success of their efforts.  


USAID Strengthening Provincial Capacity aims to achieve the following results: 1) Improve local institutions’ understanding of and responsiveness to local economic governance capacity needs; 2) Improve local institutions’ ability to design and deliver high-quality training and professional development opportunities; and 3) Improve local institutions’ ability to generate demand and establish sustainable funding to maintain high quality training and professional development programs for provincial government officials.
