OVERVIEW

USAID’s Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) has operations in 30 countries worldwide, including Angola. This program works to reduce costs and increase efficiencies in global and national supply chains. Its overriding purpose is to ensure the uninterrupted supplies of health commodities. It supports the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s newborn child, maternal health, and population and reproductive health program.

In Angola, PSM employs cutting-edge technologies and commercial best practices to increase the efficiency of health supply chains.  It provides technical assistance to government ministries involved in public administration, financial management and other areas that play a role in strengthening health systems. Technical assistance to the Government of the Republic of Angola (GRA) focuses primarily on support to the Ministry of Health (MOH) and the Central Procurement Agency for Medicines and Medical Supplies Central Medical Store (CECOMA).

 

ACTIVITIES

  • Support Ministry of Health and CECOMA through PEPFAR, PMI, and family planning, assisting in the further development of GRA institution building 
  • Undertake strategic planning and implementation of  supply chain management tasks
  • Strengthen in-country logistics for the effective and efficient delivery of health commodities to health service sites
  • Build capacity for implementing strategies to transfer skills, knowledge, and technology for improved supply chain performance
  • Reinforce enabling environment conditions needed for improved supply chain performance
  • Share and assist with the implementation of the latest innovations

ACCOMPLISHMENTS

  • Supporting a MOH-led Technical Work Group to initiate the national roll-out of OpenLMIS technology designed to digitalize the public health supply chain logistics reporting mechanism
  • Procured and delivered 211,228 mosquito nets routine distribution in clinics for children under 5 years and pregnant women
  • Also procured and delivered to six PMI-focus provinces in northern Angola 2,500,000 Rapid Diagnosis Tests, 956,900 artesunate/amadioquine for outpatient malaria treatment, 654,242 doses of Sulfadoxine Pyremethamine for prevention of malaria in pregnancy, and 224,116 artesunate 60mg kits for treating severe malaria.
  • Implemented a curriculum for a post-graduate specialization course at the National School of Public Health to support a trained workforce of public health logisticians within the Angola’s Ministry of Health
  • Improved inventory management and reporting, as well as more regularized distributions, by developing standard operating procedures (SOPs) for logistics and warehouse management for use by the National Malaria Control Program (NMCP) and CECOMA
  • Provided technical assistance to CECOMA to improve its operational capacity
  • Provided support the Reproductive Health Department to manage Angola contraceptive supply chain effectively through technical assistance to the Ministry of Health Technical Working Group of Contraceptive Logistic
  • Provided technical assistance to the Reproductive Health Department to develop and implement the country long term contraceptive plan
