This APS aims to support civil society to be more effective in advancing democratic values of citizen participation, government accountability, and rights protection at local and national levels. Through this APS, IDEA seeks to support civil society efforts that will advance reforms through collaborative approaches that integrate women, youth and other marginalized communities in the areas of a) good governance b) rights protection / rule of law and c) improving the status of women.

The purpose of this Annual Program Statement (APS) is to solicit applications for funding from the Strengthening Democratic Governance and Accountability Project (SDGAP). DAI, through the United States Agency for International Development (USAID), is announcing a two-step process to select eligible proposals to implement activities that will improve civil society and government engagement on key government policy and reform plans that will result in strengthened democratic governance and accountability in Sri Lanka.

Like most places that have experienced conflict throughout the world, women were deeply affected by Sri Lanka’s 26-year conflict.  For most women who lived in the Indian Ocean island’s conflict zones, displacement, destruction, violence, harassment and loss were part of their everyday life.  The conflict ended in 2009, leaving many women traumatized and in need of psychosocial care, without belongings or livelihoods, and after the loss of their spouses, as heads of households.  Several USAID initiatives continue to support these women by integrating them into society and bringing normalcy b
