Good afternoon. Standing here with here with U.S. Ambassador Marcia Bernicat, I'm proud to announce that USAID is providing $44 million in additional humanitarian assistance to support the relief efforts towards the Rohingya, both in Bangladesh and in Burma. The time that I have spent here in Bangladesh and in this camp reminds me, number one, of the terrible atrocities that the Rohingya have faced. But, number two, how the world community is coming together to support the good work of the Bangladesh Government in trying to provide some relief to these poor beleaguered people.

Fact Sheet

Today, the United States announced more than $44 million in additional humanitarian assistance to meet the urgent needs of Rohingya refugees in Bangladesh and people affected by violence and conflict in Burma. This funding brings the total U.S. humanitarian assistance for displaced people in and from Burma to more than $299 million since the beginning of Fiscal Year 2017.

USAID Senior Deputy Assistant Administrator for Asia Gloria Steele and U.S. Deputy Assistant Secretary of State for Population, Refugees, and Migration Ambassador Mark Storella will accompany Administrator Green as part of the delegation.

On behalf of the worldwide USAID team, I express my heartfelt condolences to the family of Mark Mitchell, an accomplished Foreign Service Officer who died in a tragic accident on Sunday in Georgia. USAID staff work around the world, often at risk to themselves, to promote a better future for all. His memory lives on in the lasting impact of his 25 years as a dedicated public servant. In addition to serving in the U.S. military, Mark faced some of the most challenging operating environments USAID officers confront worldwide, as he served in Djibouti and Afghanistan before taking up his post in Georgia. His passion for country, for service, and for improving the lives of those in need reached communities far and wide, and touched many here at home.

Fact Sheet

Today, the United States announced an additional $18.5 million in bilateral funding to support displaced Venezuelans in Colombia who have fled the crisis in their country. The United States is coordinating with the Government of Colombia to respond rapidly to the needs of Venezuelans, Colombians, and others who have fled Venezuela, while continuing to move forward with critical long-term peace accord implementation efforts.

U.S. Agency for International Development (USAID) Administrator Mark Green met today with Nigeria's Minister of Foreign Affairs, the Honorable Geoffrey Onyeama.  Administrator Green underscored the importance of the relationship between the United States and Nigeria, and the two shared a desire for ongoing coordination in achieving our mutual goals.

U.S. Agency for International Development (USAID) Administrator Mark Green met today with The Honorable Amadou Sanneh, Minister of Finance and Economic Affairs of The Gambia.  Administrator Green congratulated the Minister for the restoration of The Gambia's eligibility under the African Growth and Opportunity Act (AGOA) and expressed support for the country's democratic transition.

Thank you. Thank you, Chairman Rogers, Ranking Member Lowey, and members of the subcommittee. Thank you for this opportunity to summarize my written testimony. I would like to begin this morning by welcoming the nomination of Director Pompeo. I had the opportunity to initially discuss with him how development and diplomacy go hand-in-hand, and I very much look forward to working with him closely, should he be confirmed.

In the meantime, as many of you have alluded to, at USAID, we have urgent work to do. From unprecedented humanitarian challenges to exciting development opportunities, our work has never been more important. That has certainly been a clear takeaway from my travels over these last eight months.

Today, on World Malaria Day, I reaffirm the commitment of the United States to ending malaria. Despite being preventable, malaria is a leading cause of sickness and death across much of sub-Saharan Africa. The disease disproportionately impacts the rural poor and traps families in a vicious cycle of disease and poverty.

On April 25, 2016, USAID employee Xulhaz Mannan was brutally murdered for his advocacy for human rights in Bangladesh. On the second anniversary of this tragedy, we reflect on Xulhaz's courage and conviction as a champion for human rights, non-discrimination, and inclusion. We also renew our call for the authorities in Bangladesh to bring to justice the perpetrators of this heinous crime.

United States Agency for International Development (USAID) Administrator Mark Green met with a number of partner countries and organizations during the Spring Meetings, and discussed support for partner countries on their journey to self-reliance; actions to prevent sexual exploitation and abuse in the aid sector; stabilization and development in the Sahel; the humanitarian response to Rohingya refugees in Bangladesh and Syrian refugees in Jordan; assistance to vulnerable Venezuelans who have fled to neighboring countries to escape repression and deprivation; epidemic preparedness and maternal and child health; supporting economic and governance reforms in partner countries; and reform of the United Nations Development System.

Well, we're living in interesting times. We have the largest youth population in history. So, it depends on how you talk. We say it's the glass half full or the glass half empty. There are pessimists out there who look around the world, and they talk about all the challenge that we have, the conflict that we have, and it's real. But they look at the number of young people and they see that as a challenge, as a problem to be managed.
Others of us, at USAID, we see the opposite. We see, with the largest youth community in history, the greatest opportunity in history, because with each young person, we have an open mind. With each young person, we have new ideas and new energy. And so, what we hope to do with USAID is play a small role. We're modest. It's all you. We do a small role, but we hope we can unlock. We can hope that we can, in some small way, amplify opportunities for young people.

United States Agency for International Development (USAID) Administrator Mark Green participated in the Summit of the Americas in Lima, Perú from April 12-14. In Lima, the Administrator joined Vice President Mike Pence in announcing nearly $16 million in humanitarian assistance for Venezuelans who have fled their country. Also in Lima, the Administrator delivered a keynote address at the Young Americans Forum, met with leaders from Venezuelan and Cuban civil society, and signed a Memorandum of Understanding with the Peruvian Commission for Development and Life Without Drugs (DEVIDA) and the Peruvian Ministry of Economy and Finance. The Administrator also met with regional organizations to discuss the crisis in Venezuela, joined a Congressional delegation trip focused on coca eradication and promoting the cultivation of cacao as an alternative livelihood, and joined Acting Secretary of State John Sullivan for a meeting with leaders from the Member States of the Caribbean Community (CARICOM).

Transformation is not simply about structure, although that's what seems to be getting a lot of attention.  Structure is about 20 percent of Transformation. How we do things, how we manage information flows, how we harness talent: that's the 80 percent that's going to make all the difference.  And that's the 80 percent that will deliver the USAID of tomorrow. Structure is just a tool to help us get there.
