USAID Support to Regulation of Para-Fiscal Project


The Support to Regulation of Para-fiscal Charges project is a two-year, $372,800 initiative to inventory, monitor, and reduce its para-fiscal charges. 


The project works with the Ministry of Finance (MoF) to review and analyze current para-fiscal charges.  Based on the analysis, the project recommends changes and reforms to make non-tax related business charges more transparent.  The project also increases public awareness of para-fiscal charges by engaging citizens in the reform process and developing a web-based registry of para-fiscal charges.


  • Developed registry of all non-tax levies and para-fiscal charges. Identified 1,025 non-tax levies that include 660 fees, 121 charges and 241 other different forms of levies. Of them 270 are not recorded through Treasury, while those that are generate a total of a/o $1.3 billion in revenues;
  • Provided recommendations to the Ministry of Finance on how to reduce para-fiscal charges and offset reductions in revenue to local governments.
