The development of an Evaluation Statement of Work (SOW) is one of the most significant steps in the evaluation planning process. The SOW communicates to the evaluation team why the evaluation is needed, how it will be used, what evaluation questions managers need answers to, and provides the framework for an evaluation.

Ideally, the elements of an Evaluation SOW, when considered together, include an appropriate balance between questions, time, and resources. While USAID does not prescribe a specific format for developing an Evaluation SOW, its ADS 201’s description of SOW elements comes very close to identifying a sample evaluation SOW outline, which is provided below. We have also linked a few examples of strong SOWs and evaluation questions used for other Trade programs.
